Studied at the Cheboksary Art College (1954- 1959), at the Art and Graphic-Art school of the I.Ya. Yakovlev Chuvash State Pedagogic Institute (from 1998 on - Chuvash State Pedagogic University); graduated in 1970. Worked as Deputy Principal of the Children’s Art School No. 1 in Cheboksary, taught at the Cheboksary Art College (1961-1966). Painter ChTPM of the Art Foundation of the RSFSR (1959-1961, from 1966 on). Member of the Artists’ Union of the USSR (1967). From 1971 on member of the creative brigade “Village dawns” (together with H.P. Karacharskov and others, chairman of the creative brigade “Ibressionists” (1992-1993), who prepared the exhibition for the 100th anniversary of the village Ibresi (1993). Created about 50 works for the picture gallery of the Ibresinsk Ethnographic Museum . Distinguished Artist of the ChASSR (1976), People’s Artist of the Chuvash Republic (1993), was awarded the K.V. Ivanov State Prize (1980). Was awarded the Order of the Red Banner of Labour (1986) and the Order “Badge of Honour” (1986). Master of Sports in Acrobatics (1965). In January 2010 the personal exhibition “The Soil and People of my Home Country” took place at the Chuvash State Art Museum in honour of the artist’s 75th birthday.

“Some day long, long ago a compassionate Chuvash soldier brought an orphan boy back from the Austrian campaign of the Russian army. He had become “the son of the regiment”. He was brought up in a Chuvash village, there he got married, and his children were born. So the Nemtsev family appeared in Russia. Victor’s mother was a Russian from the Guberniya of Samara.”
